Here is that article you mentioned from the Mew Yorker, which I
fob mat iu:+erestin: and informative. I have listed beLwi a rev

 Patrol Cameras
Fred eTsdpgle at Harm-rd has had considerable experience in develop-
ing and using Bra?'. equatericlly mounted cameras. These Are exposed
for several ?:ci r x-.ugh a rotating sector, and show a meteor trail as
a series of t a background of stars, thus providing the rueteorls

several ri=les, so that the space track of the meteor can be derived.
As I rz,czn, meteor patrol caneris have been used in the vicinity
of Eostc . and southern !re:; Ze;d,co only. N1 the photographs are pro-

provide x-e co plete c=or;gre is to use the Greenstein-Heryey wide-
angle cm:-.era, :?i:;ich ohatce-a.hs 1EO0 of the sky at once. Such a camera
is in use at the Yorkes C'.servatory and is rerorted most recently in a
paper by S. a.:pless and Cste:brcok in the Astrophysical Josirnal, 1951.
The ra jo. ~Yif _i ultf of operation would be cha:,ging the filar, which
 might be r_ade automatic. _
Another use of ca =e=3 could be on selected ground radar scopes.
Possibl;,- z_c a camera should be kept in stand-by status and triggered by
the o erai.;._ when u^=dentified objects are on the screen.
The iss?=e of 3-4z ht, hand-held cameras to aircraft pilots is another

 Study, or Sc=nications Synteris
One of cur C.'C projects is undertaking such a study, and has col-

used in exercises, which shoo to distortion and Unoisc&I introduced in

circumstances leading to instability of such a system might be measured

 the present difficulty.
 General Reoaire ent
It seems to as that tae major difficulty as present is the lack of
a well-defined attitude wrong re..rcn:1ble officials: either there is or
there is not convincing evidence of significant phenomena. To resolve
this gnesticn it must to decided in advance what level of eempletene'ss
is necesaa in explalzil-nS reports,. and what indications of hostile intent
are nectar-,77 to make reported objects of importance. It might help
to point aut the differe::e between open-mindedness and indecision, and to
suggest some level of credulity below uhieh reports will not even be con-

 .
Car ?''n Dastard J. Ruppelt (Chief, Aerial Phenor ua Branch,
A!a yysis Division, ATTIC). The purpose of the can was to
dot-----A e if Captain R?appelt would be in Washington during the
tae::: few days so that he might meet with Dr.' Robertson. Also,
if there had been any developments in the x3mestone-Presque Isle
 Case.
 2. Captain Ruppelt stated that be had pat in a request to
come to Washington last weak but that he had been ?runnivg into
a song" in getting away and he intimated that his intentic-:= to
speci icslly visit CIA ray have been the difficulty. By oblique
references it was dater sith t Colonel Donald L. Bower (Chief,.
Amal3sis Division) was blocking his trip. Rote: If this is
true, it is difficult to understand since Colonel Bower, in
discussions with E. Twass and ryself on 25 l1ovecber, indioated
ccr; ete u-111ingness f.= cooperation. Ruppelt stated that he
vc ' try again and bored to be in Washington next week. I
gave no indication of the agreements reached on this subject in
 the MO" z:eeting on 4 De_anber.
 3. Regarding the TL mestone-Jresque Isle case, Captain
Auppelt reported that the observation is suspected of being the
planet Saturn. A sighting of Saturn with the sane theodolite
will be made within the next few days. An exunination of this
data vihh rossibl a theodolite reading error's should indicate
whet^er the sighting could conceivably have been of this planet.
I fi_'i it difficult to believe that the moors of .Saturn could
 be scan visibly..
 4. Capta n ' uppelt stated that be had a package of
real ses and re;ojs which he desired to have ?C/SI study and
. was pia ni g to bzni-Carty to Washington.. I mentioned that
smmec-e fron o/SI night be ra.ng a trip to ATIC within the
sex week or so. P.uppelt stated that he would be pleased to
